Legal notice re: minor child

What does a legal notice stating that a petition has been filed seeking commitment of minor child mean? What is vesting of custody?

Although I would have to read the legal notice, it may mean that the Department of Children and Families is notifying the public and interested persons that it has filed a petition with the court asking a court to commit the child to the department for foster care because they are alleging the caretaker or natural parent is neglecting or abusing the child. The notice should state who and where the child is being sought for commitment. Any interested person has a right to appear and object, etc.

I have not heard the terms "vesting of custody" however, it could mean that the the department is seeking an order "vesting" custody with it to place the child in foster care.
