Legal Question in Health Care Law in Connecticut

patient rights
my 68 sister-in-law has a 40 year history of alcohol abuse, falling, swollen leg, depression and unable to care for herself. when an ambulance is called she refuses care and does not get medical attention. is there any way we can get her evaulated?
