condo association fines

recently i was assesed a $275 fine by my condo association because they claim I did not paint my deck according to association guidelines.I have written to them twice since January and have also called the company that oversees things and they have not responded although they said they would. Since January they have continually added late fees and penaltys. I have not paid them waiting on an answer which i assume is not coming. Should I pay them and then persue small claims or continue to withhold the payment until this is resolved. I do continue to pay my monthly common fees as required.
