If Jane has a conservator and Jane is a joint owner of an account belonging to Joe. Can the Conservator transact on Janes behalf on Joe's account.

The conservator can act in any manner it would be proper for Jane to act.

Only if Jane's conservator is conservator of Jane's estate. (There are two kinds of conservators- of estate and of person. The person acting can be both.)

If Joe has an objection, he needs to petition the probate court to resolve it.
