what happens when someone dies without a will or executor? the deceased has two grown children, a grown brother and a mother

In this case, the children would inherit. One of them should file papers with the probate cout to become appointed administrator of the estate. That person will be in charge of the deceased's property, be obligated to file an inventory, pay just claims and make a proper distribution of assets.
