Legal Question in Civil Litigation in Delaware

Good morning,

I just graduated from a University in May. About a month before my graduation, a classmate and I entered for a robotics competition and was selected as finalists. The competition was to be held in Portland, Oregon.

The organizers provided $1300 to cover travel, accommodation and registrations to attend the competition, but it was not enough.

We contacted the Dean, showed him a breakdown of our expenses, and explained to him that we needed an extra $400 to make the competition. He agreed to provide the remaining funds and referred us to his secretary to fill out any necessary papers.

Anyways, they were slow in providing the funds and the deadline was drawing to an end, so I went ahead and booked the hotel and paid for my registration with my personal funds. We notified the secretary about this, and she asked us to bring receipts at the end of the conference to get reimbursed. I have emails to confirm this correspondence, as well as emails notifying her the impending deadline and decision to use my personal funds.

We returned from the conference, and on August 19th 2013, I presented her with the hotel receipts, and conference registration, and she assured me I will get my money back.

The problem - Since then, I have moved to another state and the school has been giving the run around each time I call to inquire about the refund check. I emailed once, and didn't get a reply. It will be 3months on November 20th 2013, and am beginning to fear they don't want to pay me.

How can I get my money?

Can I sue the school, and on what grounds?
