Suing a government Agency for slander/defamation

Can you sue a government Agency (state or federal) for slander and/or defamation of charachter?

This in response to a recent report (MIAC) which labels all supporters of third party candidates, employees thereof, and more as terrorists and dangerous militia members.

An action for defamation normally requires that

a particular individual or individuals be identified

and named as targets of the alleged defamation which seems unlikely in the alleged government report which has been referenced.
