Is it legal to archive radio broadcasts on my website

It depends whether those radio broadcasts are protected by copyright, of which there are 3 kinds -- federal, state, and common law. You should retain a District of Columbia attorney before archiving any radio broadcasts on your website so that you do not open yourself up to liability.
