Car Title Responsibility

I recently paid off my car loan from

Capital One Auto Finance but they

never sent me my title. Now they are

saying that it was never their

responsibility to send it to me. They

never had it the entire time I was

paying off the loan and they never

informed me of this.

So, where is the title and did they ever record a lien against it which will now need to be released at the DMV(if you expect to ever get a duplicate title)?
