If a threats to do bodily harm case was dismissed due to disorganization, Without pride or prejudice 5 months ago , What would make the courts send out a paper saying the person have to appear , if not then they will be charge additional charges?

Without prejudice means that the State can re-file the charges. The argument to be made now is that the Defendant has been prejudiced by denial of the right to a speedy trial.
