Legal Question in Traffic Law in District of Columbia

Photo Ticket

I recieved a DC ticket in the mail. My MD vehicle was photographed by an automated device traveling 38 in a 25 mph zone. Since the driver cannot be identified, the vehicle is ''charged.'' Is this legal? If so, is there reciprocity so that if I do not pay, MD can withold registration renewal?

Charging the property is legal. If you want to contest the accuracy of the device this is another matter. It may be more advantageous to pay the ticket than to contest the matter.
