Legal Question in Traffic Law in District of Columbia

I received a photo speeding ticket in the mail recently from a recent Washington DC business trip... Is the ticket enforceable? I thought they had to be hand served (usually by the officer at the time of the violation).

What are my options?

Photo citations aren't like others. No, they needn't be hand served. But the penalty doesnt carry points or license consequences either, only registration consequences if you dont pay. Your options are to pay it or request a hearing.
