Legal Question in Disability Law in Florida

i booked a cruise April 19 2010 and stated that i need a handi-cap room the person on the line said that i could have one. when i got my bill it did not state that i had a handi-cap room, so i called the travel agency and told them, they clam that iu never asked for one. they have paper work on me for my electric wheel-chair. now if i didn't need one why would i say i have a elected chair. they also said that they called the cruise line and they said it would coast me another $1,000.00 for a handi-cap room. i have been on many cruises and never been charged before. i would like to know if this discrimation against diabilty.
