Check Cashing fee

Does the language ''pay to the order of'' have any significance in entitlng me to the entire amount listed on the check? In such manner the bank would be mandated to give you the entire amount listed on the check. The payee is not forced to provide the bank with the ccheck cashing fee in such manner? Please advise.

The bank is charging you the administrative fee for check cashing by deducting the charges from the check amount. They are not saying you are not entitled to the full amount on your check- they are saying you have to compensate them in order to cash your check through their institution.
