is this gambling

We have a membership website for a

group of people. There are several

things on this website that has to do

with their job. We are considering a

teaming competition where people

compete against each other or a

team of individuals. What we would

like to do is offer prizes that we will

send to the winning team. The losing

team will pay for the prizes.

This seems to be a reposting of an earlier query. Without more details, it is impossible to provide any viable response. Simply put, any game of chance, any contest which costs money to enter and provides cash prizes or items of substantial value, and any other form of exchange which you might suspect is gambling, probably is. You should meet with an attorney to fully and carefully review your plans and thoughts who can then determine whether or not you can proceed.
