AT&T demand working on my backyard to pass a cable in order to do that they may destroy some of my landscaping and they do not want to try to work behind the fence they told me if they need to do so they will call the police to come into my backyard to do the job

If the utility has an easement, you may not block them from accessing the easement. If you planted stuff in the easement, then they probably do not have to fix whatever they wreck while working in the easement. You need to look at your survey. If you don't have a survey, get one. Then talk to service at AT&T, and see about a compromise as to replacing or protecting landscaping. It was your responsibility to know where the easements are on your property, before you planted. AT&T is correct, they can call the police to enforce their right to access THEIR easement, especially if this is an emergency repair.
