It depends on how you define "swingers clubs." If you mean can consenting adults get together and voluntarily and freely have sex with other like minded people (one, two or multiples), then yes that is fine. Now -- you can't have a club that has people paying for sex. You can't have an orgy in your back yard visable to those walking through your neighborhood. Zoning laws usually prevent you from running a business in your house that would clog streets. Liquor laws prevent you from selling alcohol without a proper license. There are all kind of laws that affect clubs and gatherings of all types. That said, I know of no law preventing adults from having sexual conduct with other consenting adults.
