1099C from creditor

do all creditors issue a 1099C to debtor, or is it just banks that are obligated by the IRS to do this? Also is the debtor considered insolvent if they have a house in Fl. or is that part of the assets they have to claim to IRS?

No, they usually only issue a 1099 if they forgive some or all of a debt as it is considered income to the debtor. A debtor is not considered insolvent if they own a house.
