can a credit card company after 20 years attempt to collect a debt.

The statue of limitations has probably passed. They can try and if you make any payment you re-affirm the entire debt. I would write them and suggest the statute of limitations has expired and they should cease contact with you under the Fair Debt Collection Practices Act.
