Legal Question in Credit and Debt Law in Florida

New Law about not working and collection agcy.
My friend likes to be on top of the new laws ( a wanna be attorney). She called right after I got off the phone with a medical bill collector and I was crying. She stated that if you are not working (which I am not), and they are aware of this... they can no longer pursue the debt. Is this true?
I am not finding it on the net at this point.
Did she understand this correctly? Is this even a new law? She has been correct in the past but, this just does not seem ...
Please, clarify if at all possible. If is it true and correct could you provide the statue/law/identifications/sections/etc ? Thanks a bunch.
