must the defendent of a summons recieve it in person or can someone else recieve it?

Depends on the action. If this is a lawsuit concerning money, then no, substitute service is perfectly valid. Someone else can receive it. If you believe service is not valid, you should consult with a lawyer but be prepared to pay the lawyer a consultation fee for his or her time.
