There was an investigation which resulted in a charge being filed against you. When not originally arrested but charged with a felony a warrant for you arrest is issued. Either the info on the warrant is wrong, the police can't find you, or your warrant slipped through the system. If it were a misdemeanor charge a summons to appear would gave been sent through the mail and if that didn't work a warrant could follow.
