Legal Question in Criminal Law in Florida

My fiance and I run a towing/impound wrecker service down in Orlando, Florida, and a couple months ago we impounded this gentlemans car and he stole it back out of the lot. We are pressing charges on him for that. Then about a month ago he got reimpounded and he stole it again. Again we are pressing charges. This guy has made physical threats against both of us as well as our co-workers, but when speaking with local municipality he said "no it isn't illegal for him to do that." My question is "Is it illegall to harass a witness?" (if it is illegal might you be able to provide me the exact location I myself might find the information?). It may be illegal to harrass you, depending on what was said, how often, how delivered, etc. But I'm not sure he can't take his own car back from you.
