If a minor is involved in an incident were you could have been charged and the police take your information but DO NOT file charges does this go into your permanent record and will it be brought up in a record search and held against you by the prosecutor if you are charged with a different incident?

It wouldn't go onto your "permanent" record unless you were actually arrested. That said, it is unlikely, unless the officer was involved in both cases.
