police tow car said was stolen when i have title, bill of sale, keys purchased car over a year ago

You should be able to sue the police for the cost of the tow and loss of use of the car.

You should be able to show proof of ownership based on the documentation you have. Contact the impound lot to determine what they need to release your car.
