Legal Question in DUI Law in Florida

I have a friend who got a DUI in fl when they were 18, and then 2 or 3 more, on the 2nd or 3rd they left the country, the others weren't in the same state, the DMV advised that in 2014 she wouldn't be able to renew per something outstanding in the state where last offence happened, problem they lost license for a year, yet still drove on suspended license less than 2 weeks before renewal they got pulled over for 3rd/4th DUI, and left the country... What is the worst that could happen to them, as they still continue to drink and drive...

The worse thing? They kill themselves or others with their drinking/driving. What can happen legally? A 3re within 10 years or a fourt plus overall dui is a 3rd degree felony, punishable by up to five years in prison. If while driving under the influence they injure/kill others they could be looking at more serious penalties.
