does this mean that it is not on your permenet record

No. Assuming you were originally arrested, the arrest will remain on your record until unless you successfully petition to have your record sealed. Withholding of Adjudication means a "non-conviction" but the record remains open to public inspection.

No. If you receive a withhold of adjudication, it means you have not formally been convicted of that crime, but it will still be on your arrest and criminal record. You cannot receive a withhold of adjudication in the State of Florida on a DUI, so I am guessing you are referring to another charge?
