Copywrite laws

If an idea for a movie is submitted to a production company and it is not copywrighted, if the idea is used, is the submitter entitled to compensation?

Generally the idea is not complete enough or is changed sufficiently to avoid a copyright related claim. You could try to argue for an implied contract, but I'd have to do research on that claim. It has worked in CA.
