Legal Question in Family Law in Florida

My ex husband has been arrested for a second DUI. His license has been completely suspended, no options suspension. We share 50/50 time share and there is a small amount of child support paid to me. He has lost his job of 15 years with our local fire department which ended health care for our children, he is required to keep the children covered with health insurance through the marital settlement agreement. Are these issues enough to be considered "substantial change" to modify & enforce?
