Legal Question in Family Law in Florida

I have had this Lawyer in Florida for 2 years working on my relocating to MN with my children. My ex has finally agrred and the papers were drawn up and he signed and notorized as well as I did also. I have paid my attorney in Monthly payment these 2 years I gave him so much down and have been making payments Now he will not file the papers until he is paid in full. I do not have that kind of money I paid him 800.00 in September and 300.00 in October Can he legally not file my papers after all this time I need help with this, I don't want my ex to change his mind and I have a good job waiting in MN

yes - mainly for the same reason you would not want the matter reversed. If he files the papers there is no guarantee that you will finish paying him.
