Legal Question in Family Law in Florida

If a man is arrested for stealing from his x-inlaws and gets out of jail, does he have the right to contact his x-wife and talk to his daughter? This man has not paid child support in 2 and a half years and has not spoken with his daughter in the prior 2 weeks to the arrest.
