if i am married and my spouse is not on my home mortgage can she block me from selling my home?

If it is Homestead Property, yes. You will need consent whether she is on deed &/or mortgage or not.

If you are married and you have claimed Homestead Exemption on your property taxes you cannot transfer a clear title without her signature. Trying to do so may be a crime. Talk to experienced attorney before trying to transfer the property.
