Legal Question in Family Law in Florida

I have an order, granted by a Texas court, for an irrevocable termination of parental rights based on voluntary relinquishment by the biological father of my child (who is now incarcerated in FL). I am now remarried and living in FL and we are seeking to file a step-parent adoption. Is a domestication order required before filing adoption? If so, is there a form available to do this pro se? And is the father required to be served notice of action in FL if he has already waived his rights in another court ordered document from TX that I seek to domesticate here in FL as part of the adoption petition?
