If my passport is suspensed due to me owing $1800 in arreages for child support how will I be notified? Can I still travel owing that much even though the threshold is $2500?

Your passport should not be suspended if you only owe $1800. Check with the Department of State, because, as you said, the threshold for suspending travel is $2500.
