Legal Question in Family Law in Florida

I have a step daughter that hasn't seen her father in 3 years and he has not contacted us since August 2009.. can we file abondonment? She wants to change her name to her mothers. I had the paper work completed for the adoption thinking he was going to go thru with it.. but, he hasn't contacted me since.

Since you know where he is at, no, I do not believe you can file abandonment.
