Surname Change by Adopted Father

A man adopted the child of his wife 15 years ago. The adult child has abused the adopted father's trust. He would like to retrieve his surname and have the adult child revert to use of his/her biological surname. The adult child has already been removed from any monetary benefits.

The child's last name is his to do what ever he wishes. When he was adopted he was given his new name. It is his name and the only person who can change it is him.
