Legal Question in Immigration Law in Florida

my husband was born in Jamaica we've been married 18 years. He has been the victim of 2 crimes where as he was left disabled and partially handicapped but we never completed the paperwork to get his green card he previously had a work permit but it expired and he has a few arrests do we have a chance at getting his documents so he can travel he hasn't left this country for 27 years.
