Legal Question in Intellectual Property in Florida

I was advised about not being able to using small quotes from published works without getting permission from the originator or source. What about using quotes attributable to famous people who are deceased such as Gandhi " We must be the change we wish to see in the world" or President J F Kennedy's writings or statements attributable to him. etc.

It's not like writing a paper for school in which you may use quotes and cite to the author of the quote. You want to capitalize on it by selling your book. You need to get permission to use quotes from other people - even if they are dead.
