Legal Question in Intellectual Property in Florida

Okay, Lets say I saw a beautiful woman.I like the way she looks. I want to create a fictional character out of her. Form my past understanding of the copyright/image laws I can't use her looks or features without her permission. Even if I somehow alter her beautiful looks I would still be subject to get sued?

How will whoever this is that you just randomly saw know that she is this character in the fictional book you write? Is she so uniquely featured that a mere description of some fictional character would create a claim on her part that you were profiting from her image?
