What legal obligation does a parent have to a pregnant, 16 year old runaway?

The parent has the obligation not to neglect the child or permit the child to suffer abuse. Sorry that the answer is so broad, but that's the legal standard. I can't answer your question any better than that. You are still under the obligation to do you best to protect your child.
