Can I bring a small claims law suit to court against my apartment complex for not controlling car horn noise that wakes me up at night?

No small claims suit can be in the nature of equitable actions. They are legal based actions for damages. if you have a claim you would need to file it in Circuit Court. Consult with an attorney
