My husband and I are living in an apt, my husband just received a promotion and transfer. Is there a way of me getting out of my lease without being penalized?

No, not unless your lease has an "early termination" clause. Either negotiate a move out settlement with the landlord, or hire an attorney to renegotiate your lease.
