Legal Question in Landlord & Tenant Law in Florida

I moved out of an apartment In the State of FL back on August 5, 2011, they sent a letter to impose a claim for aprox. 10.00 for water bill on the letter it stated that the refund due is 264.90 but the letter was dated august 12, 2011 and I wroted them back advising them that I wanted the money refunded immediately b/c it was not clear what they were trying to impose a claim for. There was no damages and I have pictures and sent them several letters advising them to return my security deposit, I made sure I paid the water bill before I left and I have proof of the payment, my husband even went over there to ask where our security deposit was at, they stated it was in the processing center, It is now October 1st, 2011 and I still have not got my security deposit back, what should I do, should I sue?
