Legal Question in Landlord & Tenant Law in Florida

i have signed a "Contract to Lease" which states that all utilities will be paid by the landlord but on the Lease Agreement it states that the Landlord will pay only for utilities covered by the association. i am left without Cable at this point and am told i am responsible to pay for it even though in the "Contract to Lease" it says the Landlord will pay for it. Is this possible, can he not pay it? what is the weight of the "Contract to Lease" against the Lease Agreement.

Cable is usually extra and not a utility. The final signed lease controls.
