Legal Question in Legal Ethics in Florida

Aflac disclosed my claims history to the housing authority but told me that they would never do that because they have a strict privacy law prohibiting them from releasing any information about me without written authorization from me. They said they were sending me a form to sign that would give them authorization to release information. The woman I spoke to said the housing authority faxed them a form but they didn't fax anything back. However, the housing authority did receive the form back with all my information and denied me housing assistance before I could disclose the information myself. They denied me because they said I had lied about my income or didn't disclose it within 10 days. My question is, can I sue Aflac?
