Are the Minutes of the BoD meetings a matter of public record?

Are they empowered to seal the Minutes?

The minutes are not public. They may or may not be available to members depending on the bylaws and articles of incorporation.

Church Director minutes are not a matter of public record and they may be sealed. However, if the church is a Florida not-for-profit corporation (a "nonprofit" corporation), the minutes must be made available to members of the church during regular business hours.
