Legal Question in Personal Injury in Florida

I have three buldged discs and other injuries from an auto accident in which a driver failed to slow down or stop at a traffic light causing a 4 car accident. I have been offered only $6,400 as settlement from the at- fault drivers auto insurance company. I have been told that my acceptance of the $6,400.00 would take any my right to pursue any further compensation from the wreckless driver. Because she has no remorse and $6,400 could never come close to compensating me for my daily back/ neck pain, I wonder if I should reject the offer and sue the driver personally or whether that would be a waste of time? Would she have to pay if I won or could she just never pay me without it being enforced?

Age, damage to vehile, prior injuries, whether you have objective neurological findings all comes into play as well as many more factors.
