Car Accident Insurance Responsibility

I was hit head-on by another--name removed-- who was found at fault. My medical bills will exceed $300K. I had another passenger in my car who also has medical bills of around the same amount. The other--name removed--only had a $25K policy. I have no health insurance. Who is responsible for these bills? Can I sue his insurance company for damages over the $25K cap? Can I sue him for excessive damages? If so, can he file bankruptcy on these bills, and be absolved of them that way? I don't know what my options are. I appreciate any help you can offer.

This sounds like it was a horrible accident, luckily you are still alive.
