Legal Question in Personal Injury in Florida

My dog got attacked by a bit bull that was off the leash in my apartment complex. At the time of the accident I was holding my 16-month-old baby in my arms. My dog was on the leash, she got injured and was taken to the vet for lots of stitches and shots. We had to pay $410 out of our own pocket. Called the leasing office and police, they refused to help. Called Animal Control, they said it wasn't that important because it wasn't "dog on human" situation. I have two witnesses of what happened. How do I get those pit bull owners to pay me all medical expenses? And why does apartment complex allow pit bulls in their apartments if it is against the law?

First, contact dog owners to see if they will be responsible for bills. If not, sue in small claims court.
