I have yet to see an "open and shut" case. There is no requirement that a person have insurance just because they have a dog. The majority of dog owners, in my experience, do not have insurance. If the owner rented property you may have a claim against the landlord. The fact that the owner is a law student really means nothing; except they may be aware that if you sue them and obtain a judgment they may file for bankruptcy.
